Frequently asked questions
The questions foreign investors ask before they start.
Straight answers. Where the honest answer is "it depends", we say what it depends on.
Can a foreign company or individual own 100% of a Saudi company?
In many activities, yes, under investor registration with the Ministry of Investment. Some activities are restricted, need a Saudi partner, or need extra approvals from a sector regulator. We assess your specific activity in the initial assessment, before you pay anything; the binding position comes from the Ministry of Investment.
I am an individual, not a company. Can I form a company?
The Investment Law and its regulations recognise a natural person as an investor, but the official Investor Guide writes its document list for a foreign establishment and exempts Premium Residency holders from it. So the practical routes for an individual are: Premium Residency then registration, registration as a natural person where the Ministry accepts it for your activity, the entrepreneurial-establishment route for residents, or registration through an existing foreign company. Which route fits you is the first thing we answer in the assessment; the Ministry decides. Details on the individual investors page.
Do I have to travel to Saudi Arabia?
Not for most of the file; the power of attorney lets us act for you. The manager's residency step requires the manager's presence, and most banks want to see the manager in person. We tell you exactly which steps need presence in the quote.
How long does the whole file take?
It depends on three things: the activity, how quickly your documents are attested in your country, and the authorities' processing at the time. We do not publish a number we cannot keep. After the assessment you get a realistic range for your case, and a written update whenever a step moves.
What does it cost?
Two parts. Our fee for the package is fixed and written in the quote. Government fees are listed as estimates and collected at cost when due with the official receipt: some are published (CR registration SAR 1,200 and publication SAR 500 plus 15% VAT, annual CR confirmation SAR 1,200, work permit fee SAR 100 a year per expatriate, and the expatriate levy of SAR 700 or 800 a month per expatriate employee depending on your Saudisation ratio), and some are set by the authority on approval (the investor registration fee at the Ministry of Investment). Attestation, translation, premises, medical and insurance are also separate. The quote shows all of it on one page.
Which documents will I need?
For a company: typically the parent's commercial registration, articles of association, a board resolution to establish the Saudi entity, audited financial statements, and passport copies of the owners and manager, all attested through the route for your country. For an individual: passport, CV, proof of experience or qualification, and proof of financial capacity. The exact list for your case is part of the quote.
Do I need a physical office?
Every company needs a national address. Whether that must be a leased office depends on the activity: some activities need premises and a municipal licence, others can start from a serviced or virtual office. Lease contracts are registered through the Ejar platform. We tell you which applies in the assessment.
Is there a minimum capital?
The Companies Law sets no general minimum capital for a limited liability company, but the Investor Guide sets conditions by activity: fully foreign-owned trading (wholesale and retail) requires capital of at least SAR 30 million, presence in three markets and investment commitments over five years, and with a 25% Saudi partner the minimum is still SAR 26.67 million. Service and industrial activities have their own conditions. We give you the figure for your activity in the assessment.
What are my Saudisation obligations?
Every establishment is placed in a Nitaqat band by activity and size, and the band sets the share of Saudi employees needed to keep work permits and government services flowing. A very small company may start with few obligations, and they grow as you hire. The Saudisation plan in the Operate + HR package maps this for your first two years.
Can I be the manager without relocating?
A general manager who lives abroad can be appointed in the articles, but day-to-day operation in the Kingdom (platforms, bank signatures, labour matters) needs a resident with authority. The usual answers are a resident manager with a residency permit, or a resident authorised signatory alongside you. We set this out in the assessment.
Do you guarantee the bank account?
No one can honestly guarantee that; the bank decides. What we do is prepare the file exactly as the bank asks, attend with your manager in Riyadh where the bank allows it, and answer the bank's questions until it decides. If a bank declines, we take the file to a second bank; a third is quoted separately.
Is this legal advice?
No. We handle procedures and coordination with the authorities. Where your case needs a legal opinion, for example on a contract or a regulated activity, we refer you to a licensed lawyer, and we tell you so.
I am already registered. Can you take over?
Yes. Send us where the file stands and we pick it up from that step: remaining registrations, the manager's residency, the bank, annual confirmations, or the HR setup.
How do I track my file?
Every client has an online file map through a private link and a site account: numbered steps with their status (not started, in progress, waiting for you, with the authority, done), who holds the file now, the documents requested from you, fees and receipts, and the update log. Every update also reaches you by email and WhatsApp.
What is Premium Residency, and does it replace registration with the Ministry of Investment?
Premium Residency is a long-term residency without a sponsor, with products including limited-term (SAR 100,000 a year), unlimited (SAR 800,000), business investor (registration with a share of at least SAR 7 million and 10 employees) and entrepreneur (with an entrepreneurial licence from the Ministry of Investment). Holders conduct business "under the Investment Law", meaning they still register with the Ministry but are exempt from the foreign-company documents and from the expatriate levy for themselves and dependants. We help you choose the product and follow the file.
I still hear "investment licence" from some authorities. Was it not abolished?
Yes. The Investment Law (February 2025) replaced licensing with registration, and the document is now the investor registration certificate. Some other authorities' pages (the Ministry of Commerce for the annual confirmation, and the central bank's account-opening rules) still use the old term; in practice it means the registration certificate. We handle that difference in terminology for you.
In which languages do you work?
Arabic and English, in writing and on calls. Quotes, agreements and status updates are issued in both.
How do I pay?
By bank transfer, in stages tied to the steps of the file, with an invoice for each stage. Government fees are invoiced when they fall due.
