SaudiGlob Foreign Investor Services
Foreign individual investors

You are an individual from outside the Kingdom, not a company yet, and you want one inside it.

A professional, a founder, or a non-Saudi individual investor with no parent company. The Investment Law recognises a natural person as an investor, but the official Investor Guide writes its document list for a foreign establishment and exempts Premium Residency holders from it. So an individual has four practical routes; on the first call we identify which is open for your activity, and the final decision is the Ministry of Investment's.

The four routes for an individual

All of them end with registration at the Ministry of Investment and then a company in your name. The difference is the door you enter from and what is asked of you.

1

Premium Residency, then registration

The clearest route officially. Holders register with the Ministry exempt from the foreign-company documents, and are exempt from the expatriate levy for themselves and dependants. Products: limited-term (SAR 100,000 a year), unlimited (SAR 800,000), business investor (a SAR 7 million share and 10 employees) and entrepreneur (with the entrepreneurial licence).

2

Registration as a natural person

The Implementing Regulations set the registration data for a natural person (name, residence and nationality, activity, capital, and any document the Investor Guide specifies). Acceptance depends on the activity and the Ministry's assessment; we verify it for you before you pay anything.

3

Entrepreneurial establishments for foreign residents

An official route for a foreign individual already resident in the Kingdom: a no-objection letter from the employer and a support letter from an accredited body (a Saudi university or an accredited incubator).

4

Through an existing foreign company

If you own a company in your country, even a small one, the company file is the route fully documented in the Investor Guide, and the most used in practice.

What changes when the investor is an individual

The entity

A single-member company

A limited liability company owned by one person, in your name, on the Ministry of Commerce model. You can be the manager, or appoint a resident manager.

Documents

Personal, not corporate

No parent-company registration or financial statements. Instead: your passport, your Premium Residency card if you hold one, and whatever the Ministry requires for your case (usually a CV and a business plan, and proof of experience or qualification for professional activities).

The activity

Some professional activities need a qualification

Professional activities require the partner to be licensed in the same field, and some require a licensed Saudi partner with at least 25%. Fully foreign-owned trading requires SAR 30 million in capital, which puts that activity out of reach for most individuals. We assess your activity on the first call and tell you whether the path is open to you personally.

Residency

Your own residency is the manager file

If you will run the company yourself, the general manager's visa and residency on the map become your own, with the establishment's Absher Business and Muqeem accounts. Family residency on request.

The documents we ask an individual for

The core list. The Investor Guide leaves the natural person's documents to the Ministry, so the final list is fixed in the quote after the assessment.
