Investor registration
We assess whether your activity appears open to foreign ownership (the Ministry's decision is the binding one), identify the registration path and its conditions from the Investor Guide (fully foreign-owned trading, for example, requires SAR 30 million in capital and presence in three markets; engineering consultancy requires presence in four countries and ten years' experience), prepare the attested documents, submit through the Ministry portal and follow it to the registration certificate, then complete the annual update.

Incorporation and commercial registration
Articles of association on the Saudi Business Center platform's electronic model for your ownership structure, reviewed by a licensed lawyer where the structure requires it, company name reservation, and the commercial registration (no expiry; annual confirmation at SAR 1,200 for an LLC). The CR automatically creates chamber membership and the HRSD, ZATCA, GOSI and business-address files. For individuals: a single-member company. For branches of foreign companies: the branch route.

Activating the zakat and tax file created with the CR, VAT registration once taxable supplies reach SAR 375,000 in 12 months (or voluntarily before), activating the business address with Saudi Post, and the Balady municipal licence for activities run from physical premises (with a lease registered through Ejar; fees depend on location, area and activity).

General manager visa and residency
Senior-professions visa request for the general manager through the Ministry of Investment (or for you, if you are an individual running your company), the electronic work permit, coordination of entry, medical and health insurance, residency issuance through Absher or Muqeem, and the establishment's Absher Business and Muqeem accounts. Authority fees: work permit SAR 100 a year, expatriate levy SAR 700 or 800 a month.
